3SC invites expressions of interest from organisations who want to work in a consortium to deliver the West Midlands Combined Authority (WMCA), Employment Support Pilot

Programme Information

The Employment Support Pilot will run for three years commencing June 2018, engaging with 3825 out of work customers across the nine Lot areas, of which 34% of customers will be supported into sustainable employment.  Additionally, the service will engage a further 675 customers who are in work but who wish to progress in their employment.

The service will be delivered through 9 lots and each lot targets a specific ward in the WMCA area. It is our judgement that 4 of these lost are large enough to lend themselves to effective consortium delivery. 3SC are therefore seeking interest from organisations that have a footprint in the wards of: Binley and Willenhall (Coventry); Birchills Leamore (Walsall); Shard End (Birmingham); and Washwood Heath (Birmingham).

Customers whose primary residential address is in a contract Lot area, or who are connected to the community through a WMCA named community hub will be eligible to access the provision as long as they are over the age of 16. There is no requirement for customers to be on a particular benefit to access services.

It is an essential aspect of the programme that activity is conducted within the community, establishing and building upon existing community links, with a commitment to attend and participate in established cross contract provider meetings where established (i.e. local Employment and Skills Boards) to support contract alignment with existing provision.

The contracts will be for a three-year period commencing June 2018 with the expectation that customer engagement (unemployed) occurs within the first two years of delivery.

There are four distinct cohorts: Hardest to Reach, Hard to Reach, Rapid Progression Group, In Work.

The provision will involve:

  • Engagement
  • Employability Support
  • In Work Support

Payment will be linked to a set of outcomes that demonstrate: engagement, progression, job entry, job retention and career progression.
