GLA ESF Homelessness and Ex-offender Services Tender
3SC invites expressions of interest from organisations who want to work in a consortium to deliver the GLA ESF Homelessness and Ex-offender Services Tender.
Programme Information
They GLA proposing to tender an ESF programme that will engage with 2 different cohorts:
1. ESF Homelessness
- The GLA have £3m to spend on 2 schemes (£1.5M each). The service can be regional covering just a group of key boroughs.
- The provision will commence April 2020 and run to July 2023.
- The service is to target the hardest to help so the expectation is that 50% – 75% of participants will be rough sleepers or ex-rough sleepers.
- The key outcome is people sustaining employment for at least 6 months – defined at 26 out of 36 weeks.
2. ESF Ex-offenders
- There is £2m available through a single contract to deliver a service pan London.
- The provision will commence April 2020 and run to July 2023.
- The key outcome is people sustaining employment for at least 6 months – defined at 26 out of 36 weeks.
- The service is only available for offenders who no longer have access to statutory provision, which means ex-offenders who are no longer supervised by the probation service.
In both services there is a requirement for 1-1 Support, skills training and work experience placements lasting at least 100 hours.
Soft outcomes will also need to be measured.
These services will be tendered imminently and 3SC believe that they can be effectively delivered by a partnership of specialist local providers.
