Introduction to 3SC
3SC’s vision is of the third sector delivering a greater amount of public sector contracts and social impact. To realise the achievement of this vision we win and manage contracts on behalf of charities, social enterprises, voluntary and community organisations. All have a vital role to play in the delivery of public services but the size and complexity of the tendering process and increasingly demanding contracts can make it difficult for organisations to compete on their own. 3SC bring expertise in creating and managing supply chains of third sector organisations to deliver effective, high quality services that provide results and value for money.
3SC invites expressions of interest from organisations who want to work in a consortium to deliver the Job Support Wales Programme.
Programme Information
Job Support Wales is a new programme designed to support people of all ages to overcome barriers and gain the skills to achieve and maintain good quality, sustainable employment.
Job Support Wales is a new approach to delivering employability and skills support, designed to meet what individuals need to gain employment rather than fitting them into narrow programme eligibility criteria. It will support delivery of the Welsh Ministers’ Programme for Government, Taking Wales Forward commitment to reshape employability support, and forms an important part of the government’s Employability Plan.
Job Support Wales replaces the following current employability support programmes: Jobs Growth Wales, ReAct, Traineeships, Access and the Employability Skills Programme.
For the first time individuals will have one single access point for employability support and, through the Careers Wales ‘Working Wales’ service, individuals will have an independent and professional needs based assessment to identify their strengths and also their barriers to employment. Contractors must be able to devise and deliver flexible and creative individualised support through a network of delivery partners. This will entail a wide range of activity – beyond training and skills development.
The Job Support Wales programme specification is not overly prescriptive in order to attract innovative delivery models that are flexible and designed to meet the diverse needs of individuals.
The Supplier will be expected to locate delivery of this service at suitable, accessible premise at various locations across the assigned lot. The Supplier will provide Job Coaches qualified to at least NVQ Level 3 Information Advice and Guidance or other European Union equivalent to deliver an intensive personalised package of support for eligible participants in order to support them into sustainable employment (including self-employment) and will be expected to achieve a range of outputs and results.
There are multiple layers and levels of payment, expected delivery levels and requirements depending on location, lot, delivery group and so forth. Broadly speaking; payment is comprised of a service fee comprising the largest % of the payment. Contractors will then be rewarded for achieving ‘positive outcomes’. A positive outcome is defined as:
- Commencing an apprenticeship including a self-employed apprenticeship
- Employment or self-employment
- Further learning at a higher level (including one of the JSW-YT lots)
- Further learning at the same level.
